Other Recent Legislation

 

These regulations were the European response to the Kyoto Protocol and outlined a number of areas that would improve emissions. The regulations set controls for record keeping, inspection for leakage and competence levels for engineers. These were published in the Official Journal and take effect on 4th July 2006 with controls being introduced from July 4th 2007 and 2008.

Leak Detection  

All stationary refrigeration systems must have regular inspections to minimise leaks (by competent person)

 
  • 3 - 30 kg charge annual check
  • 30-300 kg charge 6 monthly check*
  • 300kg+ charge quarterly check*
 
  • Systems must be checked AGAIN 1 month after the system has been repaired for leaks.
  • * period can be halved if system is fitted with an automatic leak detection system
  • Leak detection systems must be fitted for systems > 300 kg
Record Keeping  

Operators must maintain (site) records
for all systems with 3 kg or more

 
  • type and quantity of gas installed
  • quantities added or recovered during service
  • records available for inspection (by EA & Commission).

 

 

 

Training Qualifications  

Refrigeration engineers MUST be qualified
to either

 
  • City & Guilds 2078
  • CITB Safe Handling of Refrigerants
 

To comply with this legislation,
work is being undertaken to ensure that refrigerant gases are only supplied to bona fide refrigeration and air conditioning engineers holding open accounts.

Labelling  

Refrigeration systems must be labelled to
identify the amount and contents of
refrigerants.

 

 

 

 

Disposables  

The manufacture of disposable cylinders
is banned from 4th July 2007, and once
all stocks have been depleted, users of
this product will need to transfer to using
returnable / refillable cylinders
